Recent European Union (EU) budgets have clearly favoured Eastern Europe as well as its South – Greece, Spain and Portugal. Yet, parts of the South only though, as Italy, to give one example, has been contributing to Europe more than it drew funds from it: on average, each Italian citizen has indirectly paid €81 to the EU. Overall, with exceptions such as Belgium and Luxembourg, Member States have continued to help post-Soviet countries catch up with the rest of the continent.
